Gambling online in Ontario: what you need to know in 2025

Current status:

In 2021, Canada amended its criminal code, legalizing sports betting and completely changing the way online gambling was criminalized in the country. Ontario quickly did the same, launching iGaming Ontario (iGO) as a subset of the Alcohol and Gaming Commission of Ontario (AGCO).

In April 2022, ON officially opened its doors to legal online gambling and is still the only Canadian territory to have its own province-specific online gambling rules and regulatory structure. All online casinos in the locality must be licensed by iGO and follow all AGCO rules.

These two government agencies create rules, and issue licences, fines, and punishments to rulebreakers. Ontario is unlike any other Canadian province, as most other areas use federal rules.

Ontario online casino licences are given on two-year terms. Owners of more than one site can apply for one licence that applies to all their sites in the province.

A closer look at Ontario's regulated market

Many operators have left the ON market since the province launched its gaming regulations in April 2022. As a result, it has become harder to find legit, offshore-based casinos that accept ON players. These are casinos that operate outside Canada and accept Canadian players, but are not licensed by Ontario.

However, more recently some of the operators that initially left have come back on Ontario licences. Many new casinos have also come to the province, especially sites that are part of a sportsbook. 

Three years since the regulations were introduced, it's now clear that new framework has made it much easier for people to gamble online in Ontario.

This has driven a huge increase in gambling revenue, with online casinos accounting for $644 million in 2024. That represents a 37% rise year on year.  

Who can play at ON online casinos?

Anyone who is 19 years old or over and physically located in Ontario can play at ON online casinos.

You don't need to be a resident to play online casino games - you just need to be in the province.

However, you can create your account from outside Ontario so that you can start playing as soon as you get there. 

How operators ensure you’re eligible to play

Online casinos in ON are required to verify the identity of its players. Most do this by having you upload a picture of your driver's licence, passport, or other government ID and a photo of yourself.

You may also be asked to provide proof of address with a utility bill or bank statements.
