Our experts' top five Ontario casinos
Ontarians can take their pick from over 100 online casinos. These range from fully regulated local operators to reputable offshore brands that also accept ON players.
It’s our mission to put every one to the test. So far, we’ve reviewed 40+ in full. And we’re not planning to stop until we’ve tested them all.
But to make it quick and easy for you to find the best of the best, our experts handpicked their top five here. Rest assured we’ll only recommend an operator if we’re confident it offers a great gaming experience, an appealing welcome bonus, and fast, convenient banking.

| 🌟 Good all-rounder | Betiton |
| 🎲 Best for games selection |
Prefer to know a bit more about a casino before you make a decision? We’ve got you covered. Here are some snapshot reviews of the operators that we recommend.
Tooniebet
Launched in 2024
Best casino in OntarioTooniebet is top of my list for a reason. It boasts a 98.12% win rate, which is the highest I’ve found in Ontario, and means you get plenty of bang for your buck. There’s a huge selection of 3,600+ games, which is noticeably more than a couple of my other favourites, Jackpot City and Spin Casino.
Some users have complained about slow loading times, but I never found them to be long enough to spoil my fun.
When I first signed up, the $10 minimum deposit allowed me to test the site out before adding more funds to my wallet. If you’re a high roller, you’ll also find plenty of joy in a VIP programme that includes personalised offers and high withdrawal limits.
Pros
Competitive RTP
Solid selection of games
Dedicated mobile app
Cons
Loading can be slower than we'd like
Site design could be better
Toppz
Launched in 2025
Most user-friendly casinoWell-organized categories and a clean layout make Toppz one of the best designed casinos I’ve come across. I’m impressed that its mobile site offers full access to its 2,500+ games library, providing a seamless experience even without a dedicated app.
I also admire the way it puts users' safety first. Players have a lot of control with protection tools and can set session limits, deposit limits, reality checks, and timeouts through their account.
The $20 minimum deposit isn’t the lowest in the locality, but it still qualifies this operator as a very accessible casino for newbies and casual gamers.
I’d have preferred to see support for more banking methods (you can deposit and withdraw with a modest four options). But Toppz still has a lot going for it.
Pros
Clean, well-designed site
Appealing welcome bonus
Live chat is available 24/7
Cons
More deposit methos would be welcome
Shame there’s no dedicated app
Casino Days
Launched in 2020
Best customer supportWelcome offer 100% up to $2,000 + 100 Free Spins
With over 2,200 titles from 50+ software providers, the games selection at Casino Days is over double the average for ON casinos. What’s more, the regular cadence of new releases landing on the site keeps things interesting for returning players like me.
I found it easy to find what I was looking for on mobile and desktop. Although I’d appreciate the addition of a tab for table games.
It’s a shame there’s no app and that the site doesn’t support more banking options. I’d have like to have used PayPal, for instance.
But on the plus side, with a 4.4 rating on TrustPilot, as well as 24/7 live chat, email, and a help centre, customer support is excellent. That's something to which I can personally testify after I contacted them about an issue with my deposit and found they were efficient, personable and quick to resolve the problem.
Pros
Well designed site
Dedicated mobile app
Excellent welcome package
Cons
Only a handful of accepted banking options
Betiton Casino
Launched in 2020
Good all-rounderWelcome offer 100% up to £125 + 100 Spins
Betiton was the winner of European Gaming’s Rising Star Operator and SBC’s Rising Star in Casino awards. I can see why it’s so well regarded.
It ranks third in the state for RTP with a win rate of 98.23%, which should spell consistent wins over time. I certainly got enough regular wins on Treasures of the Count and Coins of Luck to keep me going, with no lengthy lean periods.
I really appreciated the instant-withdrawal option, so I didn't have to wait to get my winnings. And after a few regular visits, I noticed that new slots are added regularly to keep things fresh. When I last checked, there were over 100 titles in the ‘new' section, all offering different bonus features to try.
I did note that the table game selection was a bit ‘thin’. There were fewer than 20 titles, most of which were variations on old favourites, blackjack and roulette. It’s also disappointing there aren’t more banking options, but perhaps that will come in time.
Pros
Verified RNGs mean you know the games are fair
Solid selection of games
New games added regularly
Cons
We’d prefer a bit more variety in the table-games selection
A few more payment options would be welcome
There’s no dedicated mobile app
PlayOJO Casino
Launched in 2017
Best for games selectionWelcome offer 100 Free Spins
At 3,000 titles (3x the average for the province), the game selection here is right up there with the best stocked ON sites. It's a very well-curated library too and makes room for my firm favourites Starburst, and Thor: The Trials of Asgard.
Unusually, PlayOJO’s waives withdrawal limits. That’s a brilliant USP in my book. And I was similarly impressed by the dedicated app, rated 4.5 on the App Store, which came in very handy when playing on the go.
Withdrawals could be a bit faster. I waited four days from the point of request until the money landed in my account. That’s acceptable, but there’s definitely room for improvement.
And while there’s no telephone support, that’s offset by the very good standard of customer service I experienced on live chat and email.
Pros
No withdrawal limits
Doesn’t impose wagering requirements
iOS and Android mobile app is great
Cons
Withdrawal times could be quicker
No means to contact support via telephone
Could use a few more blackjack options
Best online casino games in Ontario
The best-paying casinos in ON are home to tens of thousands of online casino games, including slots, table games, and less conventional games like bingo and slingo.
But that choice can feel a bit daunting. Especially if you’re new to gaming.
Fear not, though. To help you get to grips with things before you play for real, we’ve got over 21,000 brilliant slots you can play for free right here. That means there’s no commitment required and no risk. You don’t even need to sign up.
Then whenever you’re ready, you can advance to the real money games and put your gameplan and luck to the test.
Slots
We’ve picked out the best online slots to play right here. Take your pick from high-volatility titles like the exclusive Maple Moolah games available only at Ontario casinos, fan favourites such as the Big Bass series, or brand-new releases like Pandemic Rising and Big Bass Halloween 3.
Editor's tip: If you’re new to slots, I heartily recommend IGT’s timeless Cleopatra. It’s where I cut my teeth many years ago, and it offers simple three-reel gameplay to get you used to the core principles of slot games. Better still, most casinos offer a demo mode, so you can get comfortable and build confidence before spending a cent.
Table games
Top online casinos typically have a wide assortment of table games for you to enjoy online, including blackjack, roulette, craps, baccarat, and video poker. Most of which are available in free-play mode to let you get up to speed before playing for real.
Editor’s tip: Playing table games can be intimidating and there’s often a fair bit to get to grips with. That’s why I recommend you start on Baccarat. It’s a notably simple card game, with just three possible outcomes on each round. While you’re learning the basics, you may want to consistently back the banker for the best odds.
Live dealer casino games
Live dealer games are a fantastic way to immerse yourself in a realistic casino experience in the comfort of your own home, or on a mobile.
Expect to find classic dealer games, like blackjack, roulette, and baccarat, alongside game show titles, such as my current favourite Sweet Bonanza CandyLand.
Editor’s tip: Ready to try a really fun, interactive game show? Sweet Bonanza CandyLand, which takes its inspiration from TV staples like Wheel of Fortune, is exactly that. All you really need to do to get started is familiarize yourself with the betting segments, and you’re good to go.
Popular online slots for Ontario players
If you're new to online slots, it can be overwhelming to know which games to pick. To give you a bit of a steer, here’s our review team’s current favourites:
| Slot name | Standout features | Best casino to play it |
|---|---|---|
| 1. Buffalo | 1,024 ways to win, plus free spins and multipliers | Betiton |
| 2. Double Diamond | Classic three-reel gameplay and massive jackpot up to 1000x | Tooniebet |
| 3. Sweet Bonanza | Multipliers up to 1000x, with potential jackpot up to 21,000x | Casino Days |
| 4. Tiny Toads | Max win of 4,000x your stake, and 100 paylines in bonus game | Toppz.ca |
| 5. 5. Big Bass Bonanza | Straightforward gameplay, scatters and free spins | PlayOJO |
Top ON mobile casino apps
Mobile casinos are becoming more and more popular. However, there are surprisingly few dedicated apps for Android and iOS.
On top of that, not all of them are created equal. To help you find those that’ll enhance your on-the-go gaming experience, here’s our pick of the best casino mobile apps for download today:
| Top mobile casinos | Key features | iPhone app store score | Android app store score |
|---|---|---|---|
| 🥇Jackpot City Casino | Mobile exclusive games and an intuitive easy-to-navigate app | 4.5/5 (based on 12.1k ratings) | 4.3/5 (based on 88 ratings) |
| 🥈 Spin Casino | Excellent user experience with access to the full game library | 4.3/5 (based on 300+ ratings) | 4.4/5 (based on 1k+ ratings) |
| 🥉Tooniebet | Easy to use. Almost all 2,500 games are available in-app | 4.4/5 (based on 34 ratings) | 4.1/5 (based on 617 ratings) |
Best Ontario online casinos by payout
If you want to get the most out of your casino play, look for casinos with a high return to player (RTP) percentage, sometimes also called the ‘win rate’.
RTP shows what percentage of your wagered money is likely to be paid back to you by the casino over time. For example, a 95% RTP means that for every $100 you bet, you can expect to get $95 back on average.
High-paying casinos in Ontario typically have an average RTP of 96% or higher. But to get an 'excellent' rating from our experts, a casino must have an RTP of at least 98%.
Check the table below for a quick snapshot of our recommended highest-paying online casinos in Ontario.
| Casino | RTP | Payout time | Our experts' win-rate grade | Best high-RTP game at this casino |
|---|---|---|---|---|
| Betiton | 98.23% | 1-3 days | Excellent | Immortal Romance (Apricot) – 96.86% RTP |
| Jackpot City Casino ON | 98.21% | 1-3 days | Excellent | Big Bass Splash (Pragmatic Play) - 96.71% RTP |
| PlayOJO | 98.12% | 1-3 days | Excellent | Blood Suckers (NetEnt) - 98% RTP |
| Tooniebet | 98.12% | 1-5 days | Excellent | Book of 99 (Relax Gaming) – 99% RTP |
| Casumo | 97.10% | 1-3 days | Great | White Rabbit Megaways (Big Time Gaming) – 96.42% RTP |
💡Expert insight: We’ve mainly ranked the casinos here by RTP, but we’ve also taken into account withdrawal times. There's not much worse than scoring a big win and then having to wait a long time to enjoy your money.
Ontario iGaming market regulations and news 2025
Latest update November 2025:
An Ontario-licensed charity casino faces fines of $200,000 for failing to apply regulations intended to prevent money-laundering and funding for terrorism.
CNE Casino, which is appealing the violations and operates on a temporary, not-for-profit basis, has been hit with two fines of $100,000 each by the Financial Transactions and Reports Analysis Centre of Canada.
According to the National Post, CNE Casino did not follow adequate risk assessment protocols and did not carry out its mandated bi-annual review of compliance procedures. These are deemed violations of proceeds-of-crime laws.
Tried and trusted casino-games developer Inventive Games has been granted a local gaming license, Betting News reports, clearing the way for ON casinos to start adding its technology and raft of titles to their portfolios.
Incentive Games is best known for its plinko, mines, turbo roulette and blackjack games, and its business principally entails partnering with third parties to optimize their gaming offerings for mobile players.
Incentive Games CEO John Gordon said: “Ontario represents a huge opportunity for us, and securing this licence is a proud moment for the whole team.
“It reinforces our dedication to meeting the highest standards while delivering compelling real-money content.
“We’re looking forward to building strong relationships in the region and continuing our momentum across regulated markets worldwide.”
Regulators have cleared the way for a Japanese buyout of PointsBet, one of ON's key betting operators, it has been confirmed.
The deal, which values PointsBet at $362m in all-cash offer, affords MIXI exposure to the key growth markets in Canada and Australia.
High Roller is set to become the latest online casino to operate legally in Ontario, after its parent company High Roller Technologies confirmed it has applied for a license to access the province’s regulated online gambling market.
The operator is looking to launch its flagship brand in the second half of 2025.
High Roller CEO Ben Clemes said: “The submission of our licensing application to access Ontario’s regulated online gambling market is an important milestone in our company’s journey.
“Once our application is approved, we anticipate that we will have the opportunity to launch our online casino product into the market later this year.”
Ontario’s horse racing industry is on edge over potential U.S. tariffs that could hit Canadian breeders hard. A 25% tariff on sales to the U.S. could mean millions in losses, threatening an industry that supports over 23,000 jobs and adds nearly $2 billion into the province’s economy.
Breeders sold 268 yearlings at U.S. auctions in 2024, bringing in $12.4 million—meaning they’d lose around $4.5 million CAD if the tariffs go through. The Canadian government is weighing its options and is open to public input until March 25, with some hoping for an exemption on racehorses and breeding stock.
Fraudulent casino ads are circulating on social media, targeting players in Ontario, New Brunswick, and British Columbia. These deceptive ads mimic legitimate casinos but exist solely to take your money.
To stay safe, avoid clicking on social media casino ads. Instead, visit the casino’s official website directly or explore our trusted reviews and guides to find secure, legal options in your province.
Current status:
In 2021, Canada amended its criminal code, legalizing sports betting and completely changing the way online gambling was criminalized in the country. Ontario quickly did the same, launching iGaming Ontario as a subset of the Alcohol and Gaming Commission of Ontario (AGCO).
In April 2022, ON officially opened its doors to legal online gambling and is still the only Canadian territory to have its own province-specific online gambling rules and regulatory structure. All online casinos in the locality must be licenced by iGaming Ontario and follow all AGCO rules.
Ontario online casino licences are given on two-year terms. Owners of more than one casino site can apply for one licence that applies to all their Ontario online casino sites.
What has changed since regulations were introduced?
Many online casinos have left the ON online casino market since the province launched its online casino regulations in April 2022.
However, a lot of them have come back on new Ontario online casino licences. Many new casinos have also come to the province, especially casino sites that are also part of a sportsbook.
The advent of a regulated gaming market in Ontario has also seen a huge increase in gambling revenue, with online casinos accounting for $644 million in 2024. That represents a 37% rise year on year.
Who can play at ON online casinos?
Any player who is 19 years old or over and physically located in Ontario can play at ON online casinos.
You don't need to be an ON resident to play online casino games - you just need to be in the province.
However, you can create your account from outside Ontario so that you can start playing as soon as you get there.
What documents do you need to provide?
Online casinos in ON are required to verify the identity of its players. Most casinos do this by having you upload a picture of your driver's licence, passport, or other government ID and a photo of yourself.
You may also be asked to provide proof of address with a utility bill or bank statements.
How do ON casinos use geofencing?
Most top Ontario online casinos use world-class geolocation services to ensure you are actually located in ON. These companies use GPS as opposed to other forms of location tracking that can be bypassed using a VPN.
If you are caught using a VPN or other service to get around geofencing, your account can be suspended and funds frozen.
What are iGaming Ontario player protection services?
iGaming Ontario sets standards for online casinos in Ontario alongside AGCO. These standards ensure that online casinos use world-class data protection practices to keep your information safe. They also ensure that they have fair games, fair terms, and will not rip you off. If you feel a site is not adhering to these standards, you can report them to iGaming Ontario.
iGaming Ontario also offers responsible gambling resources to players. These resources are required to be published on every regulated online casino site.
How have new restrictions affected online gambling?
The new restrictions have made it harder to find offshore-based online casinos in ON. This regulation has allowed unlawful and scam sites to be filtered out more effectively.
However, it has also meant that the number of online gaming operators in the state has shrunk, which limits the options for many players looking for legit casinos.
The new laws have also made it much easier for people to gamble online in Ontario. Setting up an online casino or sportsbook account is very simple, and players have better access to solutions and help if they feel an online casino has been unfair or illegal.
How do the regulations affect sports betting?
Changes to sports betting are by far the biggest way the province's online gambling market has changed since April 2022.
Before the market opened, betting on sports was done exclusively at offshore, grey-market sites. Now, anyone can bet on sports legally from the convenience of their phones, computers, or retail sportsbooks in the province.
Horse racing
Betting on horse racing was already legal before 2021. However, you can now only place bets with racetracks that have specific racebook licences just for betting on horses. Since sports betting was legalized, these racetracks have partnered with big sportsbooks, like BetMGM and DraftKings, to allow bettors to place race wagers on those sportsbook apps.
Daily fantasy sports
Before 2021, daily fantasy sports were legal in Ontario as a game of skill and not a game of chance (i.e., it wasn't gambling). This is still the case everywhere in Canada, except for ON. The province now treats DFS as gambling.
Will I pay tax on my gambling winnings?

Online casinos awaiting a licence
The regulated Ontario online gambling market officially went live in April 2022. Casinos with licences from AGCO and iGaming Ontario opened themselves to the nearly 15 million residents of the province. However, some are still waiting on their online casino licences.
| Casino name | Owned by | Potential licence date |
|---|---|---|
| Golden Matrix | Expanse Studios | Having applied for the licence in December 2024, the casino is likely to be approved in the second half of 2025. |
| BetRegal | Mike Mirtl, a Canadian casino industry veteran | Before Ontario legalized online gambling, BetRegal was one of the most popular "grey market" sites. It has applied for an iGaming Ontario licence, but this had yet to be granted as of September 2025. |
| William Hill | 888 Holdings | William Hill withdrew from the Ontario market in April 2022, pending approval of an iGaming Ontario licence. Shake-ups in the company have slowed growth, but they could apply for an Ontario licence in 2025. |
| High Roller | High Roller Technologies | The gaming giant High Roller Technologies applied for a license in 2024. Its High Roller brand is expected to launch in the second half of 2025. |
Playing at regulated casinos vs offshore casinos
As an ON-based player, you'll have access to dozens of regulated, licenced casino sites as well as offshore-based online casinos. You can have a great time with either of these types of casinos, but there are pros and cons for each that you should know about before creating your account.
| Regulated casinos | Offshore casinos |
|---|---|
| ✅ Generally safer | ✅ Allows cryptocurrency transactions |
| ✅ Backed by the Government of Ontario | ✅ More sites and games available |
| ✅ Better quality games | ✅ Potentially more games |
| ❌ Not available in all provinces | ❌ No government protection in disputes |
| ❌ Fewer deposit methods | ❌ More transaction fees |

How we rate Ontario casinos
We rate online casinos by considering six factors: security and safety, deposits and withdrawals, gameplay experience, mobile compatibility, and customer support. Safety is the most important of these factors, and we will never recommend that you play at an unsafe casino.
In addition to safety, looking at these factors is a good way to understand everything an online casino has to offer. Our casino reviews break down each of these factors down further, which is great if you're looking for something specific from your chosen casino.
We know that players prioritize game variety when gambling online. Our team spends hours exploring the casino’s game library to make sure there are hundreds of titles across different categories, from online slots to live dealer table games.
