Online casinos reviewed by our expert
There are over 80 legal online casino sites in the province. The number grows to over 100 if you consider offshore-based sites. With so many options available, it's hard to know where to start.
We've tried to make it easy for you, so here are our expert's picks for ON's top 5 online casinos, along with at-a-glance, snapshot reviews:
Tooniebet
RTP 98.12%
Best casino in OntarioA relatively new operator, Tooniebet is nonetheless home to a pretty impressive library of 3,600+ games. That puts it well above the regional average of 1,000 titles for Ontario casinos and some way in front of bigger-name operators, such as Jackpot City and Spin Casino, too. Both of which have been fixtures in the online gaming market for longer.
With a minimum deposit of $10 and a good selection of beginner-friendly slots, Tooniebet is a welcoming place for newbies. Conversely, if you’re a high-roller, or a more experienced player keen to test your strategic acumen, you can deposit up to $10,000 and head for the well-stocked table games section.
At 98.12%, the RTP is certified as ‘excellent’ by our in-house number-crunchers and is among the highest in the province right now. As a long-time Tooniebet user, I’m a particular fan of the rewarding VIP program, which gets me higher withdrawal limits and some nice, customized bonuses.
On the downside, I’ve sometimes encountered a few loading problems when using the site. But that’s nothing that further investment in more robust servers won’t fix.
Pros
Competitive RTP
Solid selection of games
Dedicated mobile app
Cons
Loading can be slower than we'd like
Site design could be better

Toppz
RTP 96.58%
Best casino for ease of useTeaming well-organized categories with a clean layout, Toppz.ca is one of the best designed casino sites we’ve used.
Most impressively, the mobile site offers full access to its library of 2,500+ games. That really helps offset the slight disappointment that there’s no mobile app.
At $20, the minimum deposit isn’t the lowest in the locality, but it still qualifies Toppz.ca as a very accessible casino for newbies and casual gamers. Although I feel it’d be even more welcoming if there was a demo mode that allowed players to take a turn on slots without having to make a deposit.
Live games are one of Toppz.ca’s particular strong suits. As well as good iterations of blackjack, baccarat, poker and roulette here, there are games to suit more specialist tastes, with a good smattering of dice games.
I’d have preferred to see support for more deposit methods (at the moment you can deposit and withdraw with a modest four options). But Toppz.ca still has a lot going for it.
Pros
Clean, well-designed site
Appealing welcome bonus
Live chat is available 24/7
Cons
More deposit methos would be welcome
Shame there’s no dedicated app
Casino Days
RTP 96.45%
Best customer supportWelcome offer 100% up to $2,000 + 100 Free Spins
Casino Days is one of Ontario’s most popular casinos. It’s not hard to see why ON players rate it so highly.
Sign-up is speedy (it took me about five minutes). And the desktop and mobile sites are nicely designed, which means it’s easy to find what you’re looking for. Although, I have to say that a tab for table games would definitely be a welcome addition.
With over 2,200 titles drawn from over 50 software providers, the game selection is over double the average for ON casinos. While the regular cadence of new releases landing on the site keeps things interesting for returning players like me.
Wagering requirements (which presently stand at 35x) are exactly in line with the average for local casinos.
I’d have preferred to see more payment options. For instance, PayPal, which is a key selling point of many rival operators, is a very notable omission.
But I can testify that customer support was very responsive when I approached them with some dummy queries, and that they dealt with my problems in a helpful and personable manner.
Pros
Well designed site
Dedicated mobile app
Excellent welcome package
Cons
Only a handful of accepted banking options
Betiton Casino
RTP 96.23%
Best casino for software providersWelcome offer 100% up to £125 + 100 Spins
The winner of European Gaming’s Rising Star Operator and SBC’s Rising Star in Casino awards, Betiton has made a big splash since launching in 2020.
Sign up and you can expect a deep selection of 2,500+ games from the likes of NetEnt, Pragmatic Play, and Red Tiger. And you've got a decent chance of getting good return for your bankroll on the games too, with Betiton currently ranking a very creditable third in the state for RTP rate, at 98.23%.,
I really appreciated the instant-withdrawal option and, after a few regular visits, I noticed that new slots are added regularly to keep things fresh. When I last checked, there were over 100 titles in the ‘new' section, all vying for my bankroll.
Of course, casinos can’t always get everything right. And I did note that the table game selection was a bit ‘thin’. There were fewer than 20 titles, most of which were variations on old favourites, blackjack and roulette.
It’s also a shame there aren’t more banking options, but perhaps that will come in time.
Pros
Verified RNGs mean you know the games are fair
Solid selection of games
New games added regularly
Cons
We’d prefer a bit more variety in the table-games selection
A few more payment options would be welcome
There’s no dedicated mobile app
PlayOJO Casino
RTP 98.12%
Best for wagering requirementsWelcome offer 100 Free Spins
PlayOJO's decision not to impose wagering requirements or withdrawal limits really makes it stand out. And frankly, as USPs go, waiving these is a really, really good one.
Team that with a selection of 3,000+ games that puts it well in the upper echelons of ON sites, as well as a great mobile app and an easy-to-navigate site, and you’ve got a casino that really goes the extra mile in an increasingly competitive local gaming market.
Withdrawals could be a bit faster. I was waiting four days from the point of request until the money landed in my account. That’s acceptable, but there’s definitely room for improvement.
I deducted a few points for the lack of telephone support too, but I can report that the customer team members I dealt with over live chat were courteous, helpful and took the time to answer my banking questions thoroughly. Which is really refreshing, given the stock answers I’ve encountered at some rival sites.
Pros
No withdrawal limits
Doesn’t impose wagering requirements
iOS and Android mobile app is great
Cons
Withdrawal times could be quicker
No means to contact support via telephone
Could use a few more blackjack options
Best online casino games in Ontario
The best-paying casinos in ON are home to thousands of online casino games. These range from heavy hitters, such as 9 Masks of Fire and Pixies of the Forest, to new and exclusive games just waiting for you to find.
If you're new to online gaming, here are some of the most popular casino game categories you can expect to see.
Slots
We’ve picked out the best online slots to play right here. Take your pick from high-volatility slots, such as the Maple Moolah games that are exclusive to local online casinos, as well as old favourites, and brand-new titles.
Table games
Top online casinos typically have a wide assortment of table games for you to enjoy online, including blackjack, roulette, craps, baccarat, and video poker. Most of which are available in free-play mode to let you get up to speed before playing for real.
Live dealer casino
Live dealer games offer a fantastic opportunity to immerse yourself in a real casino experience in the comfort of your own home. You can expect classic dealer games like blackjack, roulette, and baccarat, but you may also encounter some game show-style titles, such as my current favourite Sweet Bonanza CandyLand, that give you a new level of excitement with their fun themes and gameplay.
Other casino games
Besides traditional online casino games, many casinos will also feature less conventional games like bingo, slingo, and scratch cards. Game shows and bingo games are especially common at live casinos.
Popular online slots for Ontario players
Online slots are by far the most popular and most common type of online casino games. If an online casino has a well-stocked library, at least half are typically slot machines.
Although this means you have plenty of choice, if you're new to online slots, it can be overwhelming to know which games to pick. To give you a bit of a steer, here are five of the best available right now:

Buffalo - Aristocrat Gaming
Buffalo by Aristocrat is one of the most popular slot machine games of all time. Found in every reputable bricks-and-mortar casino, and online casino platform around the world, this game is jam-packed with exciting features including free spins, multipliers and the Xtra Reel Power. All of which add up to 1,024 ways to win.
I love the classic Americana theme and although the absence of a big jackpot is a bit disappointing, the huge profusion of winning combos makes for a fun and rewarding slot experience.

Double Diamond - IGT
Double Diamond is the ultimate classic online slot machine. With just three reels it still holds its own against some of the new contenders in the game, is fast-paced, action-packed and entertaining.
There's a considerable jackpot up for grabs too, where a line up of three Double Diamond logos will see you take home x1,000 your stake. On the max bet that means you could win $100,000. If you love traditional slots, you won't be disappointed.

Sweet Bonanza - Pragmatic Play
Candy-themed games don’t come much sweeter than this neatly conceived and enduringly popular high-volatility online slot. It’s got tasty multipliers of up to 100x and offers the chance to scoop a jackpot of over 21,000x your initial stake. We also liked Sweet Bonanza's free spins round and the unique all-ways pay system, which gives more chances to win.

Cash Eruption - IGT
As its name suggests, Cash Eruption is a fast-paced, medium-to-high-volatility slot with a volcano theme. The RTP rate of 93-96% means you’ve got a decent chance of seeing a return on your outlay, while the judiciously employed blend of rewarding bonus features, such as stacked wilds, respins and jackpots, turn up the heat on the absorbing gameplay.

Game of Thrones - Apricot (formerly Microgaming)
Game of Thrones’ final season got the series a bad name in some people’s book. But if you’re one of them, you really shouldn’t let it put you off the GOT-branded title. With 243 ways to win, this slot makes a really refreshing change from the surfeit of multiple-payline titles that dominate the market. I had a lot of fun with the bonus features too, particularly the side game that lets you gamble every win for the chance to double your return.
Top ON mobile casino apps
Mobile gaming is a popular way to play at online casinos. However, there are surprisingly few dedicated mobile apps for Android and iOS.
On top of that, not all of them are created equal. To help you find those that’ll enhance your on-the-go gaming experience, here’s our pick of the best casino mobile apps for download today:
Top mobile casinos | Key features | iPhone app store score | Android app store score |
---|---|---|---|
🥇Jackpot City Casino | Mobile exclusive games and an intuitive easy-to-navigate app | 4.5/5 | 4.3/5 |
🥈 Spin Casino | Excellent user experience with access to the full game library | 4.3/5 | 4.4/5 |
🥉Tooniebet | Easy to use. Almost all 2,500 games are available in-app | 4.4/5 | 4.1/5 |
Best payout Ontario online casinos
High payout casinos are online casino sites with high return to player percentage (RTP%) games. Most online casino games have an RTP% ranging from 92-99%.
High-payout casinos typically have an overall average of 96% or higher. See below for our list of the highest-paying online casinos in Ontario:
Casino | Payout time | RTP |
---|---|---|
Betiton | 1-3 days | 98.23% |
Jackpot City Casino ON | 1-3 days | 98.21% |
PlayOJO | 1-3 days | 98.12% |
Tooniebet | 1-5 days | 98.12% |
Casumo | 1-3 days | 97.10% |
Ontario iGaming market regulations and news 2025
Latest update September 2025:
An Ontario-licensed charity casino faces fines of $200,000 for failing to apply regulations intended to prevent money-laundering and funding for terrorism.
CNE Casino, which is appealing the violations and operates on a temporary, not-for-profit basis, has been hit with two fines of $100,000 each by the Financial Transactions and Reports Analysis Centre of Canada.
According to National Post, CNE Casino did not follow adequate risk assessment protocols and did not carry out its mandated bi-annual review of compliance procedures. These are deemed violations of proceeds-of-crime laws.
Tried and trusted casino-games developer Inventive Games has been granted a local gaming license, Betting News reports, clearing the way for ON casinos to start adding its technology and raft of titles to their portfolios.
Incentive Games is best known for its plinko, mines, turbo roulette and blackjack games, and its business principally entails partnering with third parties to optimize their gaming offerings for mobile players.
Incentive Games CEO John Gordon said: “Ontario represents a huge opportunity for us, and securing this licence is a proud moment for the whole team.
“It reinforces our dedication to meeting the highest standards while delivering compelling real-money content.
“We’re looking forward to building strong relationships in the region and continuing our momentum across regulated markets worldwide.”
Regulators have cleared the way for a Japanese buyout of PointsBet, one of ON's key betting operators, it has been confirmed.
The deal, which values PointsBet at $362m in all-cash offer, affords MIXI exposure to the key growth markets in Canada and Australia.
High Roller is set to become the latest online casino to operate legally in Ontario, after its parent company High Roller Technologies confirmed it has applied for a license to access the province’s regulated online gambling market.
The operator is looking to launch its flagship brand in the second half of 2025.
High Roller CEO Ben Clemes said: “The submission of our licensing application to access Ontario’s regulated online gambling market is an important milestone in our company’s journey.
“Once our application is approved, we anticipate that we will have the opportunity to launch our online casino product into the market later this year.”
Ontario’s horse racing industry is on edge over potential U.S. tariffs that could hit Canadian breeders hard. A 25% tariff on sales to the U.S. could mean millions in losses, threatening an industry that supports over 23,000 jobs and adds nearly $2 billion into the province’s economy.
Breeders sold 268 yearlings at U.S. auctions in 2024, bringing in $12.4 million—meaning they’d lose around $4.5 million CAD if the tariffs go through. The Canadian government is weighing its options and is open to public input until March 25, with some hoping for an exemption on racehorses and breeding stock.
Fraudulent casino ads are circulating on social media, targeting players in Ontario, New Brunswick, and British Columbia. These deceptive ads mimic legitimate casinos but exist solely to take your money.
To stay safe, avoid clicking on social media casino ads. Instead, visit the casino’s official website directly or explore our trusted reviews and guides to find secure, legal options in your province.
Current status:
In 2021, Canada amended its criminal code, legalizing sports betting and completely changing the way online gambling was criminalized in the country. Ontario quickly did the same, launching iGaming Ontario as a subset of the Alcohol and Gaming Commission of Ontario (AGCO).
In April 2022, ON officially opened its doors to legal online gambling and is still the only Canadian territory to have its own province-specific online gambling rules and regulatory structure. All online casinos in the locality must be licenced by iGaming Ontario and follow all AGCO rules.
Ontario online casino licences are given on two-year terms. Owners of more than one casino site can apply for one licence that applies to all their Ontario online casino sites.
What has changed since regulations were introduced?
Many online casinos have left the ON online casino market since the province launched its online casino regulations in April 2022.
However, a lot of them have come back on new Ontario online casino licences. Many new casinos have also come to the province, especially casino sites that are also part of a sportsbook.
The advent of a regulated gaming market in Ontario has also seen a huge increase in gambling revenue, with online casinos accounting for $644 million in 2024. That represents a 37% rise year on year.
Who can play at ON online casinos?
Any player who is 19 years old or over and physically located in Ontario can play at ON online casinos.
You don't need to be an ON resident to play online casino games - you just need to be in the province.
However, you can create your account from outside Ontario so that you can start playing as soon as you get there.
What documents do you need to provide?
Online casinos in ON are required to verify the identity of its players. Most casinos do this by having you upload a picture of your driver's licence, passport, or other government ID and a photo of yourself.
You may also be asked to provide proof of address with a utility bill or bank statements.
How do ON casinos use geofencing?
Most top Ontario online casinos use world-class geolocation services to ensure you are actually located in ON. These companies use GPS as opposed to other forms of location tracking that can be bypassed using a VPN.
If you are caught using a VPN or other service to get around geofencing, your account can be suspended and funds frozen.
What are iGaming Ontario player protection services?
iGaming Ontario sets standards for online casinos in Ontario alongside AGCO. These standards ensure that online casinos use world-class data protection practices to keep your information safe. They also ensure that they have fair games, fair terms, and will not rip you off. If you feel a site is not adhering to these standards, you can report them to iGaming Ontario.
iGaming Ontario also offers responsible gambling resources to players. These resources are required to be published on every regulated online casino site.
How have new restrictions affected online gambling?
The new restrictions have made it harder to find offshore-based online casinos in ON. This regulation has allowed unlawful and scam sites to be filtered out more effectively.
However, it has also meant that the number of online gaming operators in the state has shrunk, which limits the options for many players looking for legit casinos.
The new laws have also made it much easier for people to gamble online in Ontario. Setting up an online casino or sportsbook account is very simple, and players have better access to solutions and help if they feel an online casino has been unfair or illegal.
How do the regulations affect sports betting?
Changes to sports betting are by far the biggest way the province's online gambling market has changed since April 2022.
Before the market opened, betting on sports was done exclusively at offshore, grey-market sites. Now, anyone can bet on sports legally from the convenience of their phones, computers, or retail sportsbooks in the province.
Horse racing
Betting on horse racing was already legal before 2021. However, you can now only place bets with racetracks that have specific racebook licences just for betting on horses. Since sports betting was legalized, these racetracks have partnered with big sportsbooks, like BetMGM and DraftKings, to allow bettors to place race wagers on those sportsbook apps.
Daily fantasy sports
Before 2021, daily fantasy sports were legal in Ontario as a game of skill and not a game of chance (i.e., it wasn't gambling). This is still the case everywhere in Canada, except for ON. The province now treats DFS as gambling.
Will I pay tax on my gambling winnings?

Online casinos awaiting a licence
The regulated Ontario online gambling market officially went live in April 2022. Casinos with licences from AGCO and iGaming Ontario opened themselves to the nearly 15 million residents of the province. However, some are still waiting on their online casino licences.
Casino name | Owned by | Potential licence date |
---|---|---|
Golden Matrix | Expanse Studios | Having applied for the licence in December 2024, the casino is likely to be approved in the second half of 2025. |
BetRegal | Mike Mirtl, a Canadian casino industry veteran | Before Ontario legalized online gambling, BetRegal was one of the most popular "grey market" sites. It has applied for an iGaming Ontario licence, but this had yet to be granted as of September 2025. |
William Hill | 888 Holdings | William Hill withdrew from the Ontario market in April 2022, pending approval of an iGaming Ontario licence. Shake-ups in the company have slowed growth, but they could apply for an Ontario licence in 2025. |
High Roller | High Roller Technologies | The gaming giant High Roller Technologies applied for a license in 2024. Its High Roller brand is expected to launch in the second half of 2025. |
Playing at regulated casinos vs offshore casinos
As an ON-based player, you'll have access to dozens of regulated, licenced casino sites as well as offshore-based online casinos. You can have a great time with either of these types of casinos, but there are pros and cons for each that you should know about before creating your account.
Regulated casinos | Offshore casinos |
---|---|
✅ Generally safer | ✅ Allows cryptocurrency transactions |
✅ Backed by the Government of Ontario | ✅ More sites and games available |
✅ Better quality games | ✅ Potentially more games |
❌ Not available in all provinces | ❌ No government protection in disputes |
❌ Fewer deposit methods | ❌ More transaction fees |

How we rate Ontario casinos
We rate online casinos by considering six factors: security and safety, deposits and withdrawals, gameplay experience, mobile compatibility, and customer support. Safety is the most important of these factors, and we will never recommend that you play at an unsafe casino.
In addition to safety, looking at these factors is a good way to understand everything an online casino has to offer. Our casino reviews break down each of these factors down further, which is great if you're looking for something specific from your chosen casino.
We know that players prioritize game variety when gambling online. Our team spends hours exploring the casino’s game library to make sure there are hundreds of titles across different categories, from online slots to live dealer table games.
Part of the research involves determining how often new games are added, whether the online casino offers exclusive titles, and if games have unique features, like sticky wilds and gamified side quests. We only approve operators that provide high-quality games with HD graphics and cool features.
We understand that our readers want to use deposit and withdrawal methods they recognize when gambling at Ontario online casinos. Our experts have selected operators that accept trusted options like Visa and Mastercard, as well as local methods such as Interac.
Online casinos with hidden transaction fees or high deposit and withdrawal limits also score lower with us. Fast withdrawals give you greater control over your money and experience, so we test the transaction process to recommend sites that provide quick and safe payouts.
Your safety is our priority, especially as you’ll need to provide personal and financial information to play for real money. Our list of online casinos in Ontario use firewalls and SSL encryption to protect your data, and display privacy policies committed to not sharing your data with third parties.
As well as using a safe gambling platform, you need to play at a casino that’s legal in Ontario. The AGCO licenses all the sites we list, meaning they can legally operate in the province.
Many players like to spin reels on the go, which is why mobile casino apps are so important. Our experts test out the mobile platforms on iOS and Android to ensure you get the same quality experience as on a desktop.
The best Ontario online casinos provide a responsive and optimized mobile casino site built on HTML5 technology. That way, the site will transition seamlessly from desktop to smartphone and tablet screens. We also look out for operators that offer a dedicated mobile app for added convenience.
Our experts vet each online casino’s customer support to make sure it offers various contact methods, reasonable operating hours and a dedicated FAQs page answering common questions about account verification, payment methods, and login issues.
Our expert says:
Casinos to avoid
Ontario is one of the most heavily regulated online casino markets in the world. Online casinos that are given licences to operate in the province are required to adhere to strict rules, which makes them safe options. However, there are also plenty of unsafe options available in the province.
It’s important to stay vigilant and do your research before signing up for any casino site. Our online casino reviews are a good place to start if you’re trying to find a safe site. If you want to know more about the sites to avoid, see our casino blacklist page.

ON's online casinos are regulated by the Alcohol and Gaming Commission of Ontario and iGaming Ontario. These two government agencies create rules, and issue casino licences, fines, and punishments to rulebreakers. Ontario is unlike any other Canadian province, as most other areas use federal rules.
Yes, you can gamble in Ontario-licenced casinos if you don't live in the province. However, the casino must be licenced by a reputable organization (Kahnawake Gaming Commission, Malta Gaming Authority, etc.), and you must be physically within the state's borders before accessing the online casino.
