Our expert's top five Ontario casinos
Ontarians can take their pick from over 70 online casinos that are fully licensed by the local regulators: the Alcohol and Gaming Commission (AGCO) and iGaming Ontario (iGO).
It’s our mission to put every one to the test. So far, we’ve reviewed 40+ in full. And we’re not planning to stop until we’ve tested them all.
On this page we’ll only show you operators that are licensed in the province and governed by local laws.
Better still, to make it quick and easy for you to find the best of the best, our experts handpicked their top five here. Rest assured we’ll never endorse an operator unless we’re confident it offers a great gaming experience, an appealing welcome bonus, and fast, convenient banking.
| 🏆 Best casino in Ontario | |
| 🧑💻 Best for software providers | |
| 💳 Most user-friendly | Toppz.ca |
| 🎰 Best for welcome bonus | Sports Interaction |
| 🎲 Best for games selection |
Prefer to know a bit more about a casino before you make a decision? We’ve got you covered. Here are some snapshot reviews of the operators that we recommend.
Tooniebet
Launched in 2024
Best casino in OntarioTooniebet is top of my list for a reason. It boasts a 98.12% win rate, which is the highest I’ve found in Ontario, and means you get plenty of bang for your buck. There’s a huge selection of 3,600+ games, which is noticeably more than a couple of my other favourites, Jackpot City and Spin Casino.
Some users have complained about slow loading times, but I never found them to be long enough to spoil my fun.
When I first signed up, the $10 minimum deposit allowed me to test the site out before adding more funds to my wallet. If you’re a high roller, you’ll also find plenty of joy in a VIP programme that includes personalised offers and high withdrawal limits.
Pros
Competitive RTP
Solid selection of games
Dedicated mobile app
Cons
Loading can be slower than we'd like
Site design could be better
Toppz
Launched in 2025
Most user-friendly casinoWell-organized categories and a clean layout make Toppz one of the best designed casinos I’ve come across. I’m impressed that its mobile site offers full access to its 2,500+ games library, providing a seamless experience even without a dedicated app.
I also admire the way it puts users' safety first. Players have a lot of control with protection tools and can set session limits, deposit limits, reality checks, and timeouts through their account.
The $20 minimum deposit isn’t the lowest in the locality, but it still qualifies this operator as a very accessible casino for newbies and casual gamers.
I’d have preferred to see support for more banking methods (you can deposit and withdraw with a modest four options). But Toppz still has a lot going for it.
Pros
Clean, well-designed site
Appealing welcome bonus
Live chat is available 24/7
Cons
More deposit methos would be welcome
Shame there’s no dedicated app
Casino Days
Launched in 2020
Best casino in OntarioWelcome offer 100% up to $2,000 + 100 Free Spins
With over 2,200 titles from 50+ software providers, the games selection at Casino Days is over double the average for ON casinos. What’s more, the regular cadence of new releases landing on the site keeps things interesting for returning players like me.
I found it easy to find what I was looking for on mobile and desktop. Although I’d appreciate the addition of a tab for table games.
It’s a shame there’s no app and that the site doesn’t support more banking options. I’d have like to have used PayPal, for instance.
But on the plus side, with a 4.4 rating on TrustPilot, as well as 24/7 live chat, email, and a help centre, customer support is excellent. That's something to which I can personally testify after I contacted them about an issue with my deposit and found they were efficient, personable and quick to resolve the problem.
Pros
Well designed site
Dedicated mobile app
Excellent welcome package
Cons
Only a handful of accepted banking options
PlayOJO Casino
Launched in 2017
Best for games selectionWelcome offer 100 Free Spins
At 3,000 titles (3x the average for the province), the game selection here is right up there with the best stocked ON sites. It's a very well-curated library too and makes room for my firm favourites Starburst, and Thor: The Trials of Asgard.
Unusually, PlayOJO’s waives withdrawal limits. That’s a brilliant USP in my book. And I was similarly impressed by the dedicated app, rated 4.5 on the App Store, which came in very handy when playing on the go.
Withdrawals could be a bit faster. I waited four days from the point of request until the money landed in my account. That’s acceptable, but there’s definitely room for improvement.
And while there’s no telephone support, that’s offset by the very good standard of customer service I experienced on live chat and email.
Pros
No withdrawal limits
Doesn’t impose wagering requirements
iOS and Android mobile app is great
Cons
Withdrawal times could be quicker
No means to contact support via telephone
Could use a few more blackjack options
JackpotCity
Launched in 1998
Best for slotsWelcome offer $1,800 + 300 free chances to win $1,000,000
At 500 titles, Jackpot City ON’s games library is about one-sixth the size of Tooniebet's, which is Ontario’s best stocked operator. But I found it still packed in lots of variety when it comes to slots (there are 400), to keep things fresh.
I clocked lots of progressive jackpot titles with million-dollar prizes, such as Mega Moolah and my favourite Divine Riches, which aren’t available in many ON casinos. I also noticed a wider range of Megaways slots than most rivals, and a good mix of styles, including classic three-reel titles and slots with modern features like expanding wilds and cluster pays.
With a minimum deposit of $10 (among the lowest in the locality), I was able to start playing before depositing much money. And I found the mobile app, rated 4.5/5 on the App Store, easy to use, too.
Pros
Tried and trusted operator, founded in 1998
$1m wins up for grabs with jackpot slots
Most games offer free-play mode, so you can test them out
Great app for iPhone and Android
Cons
Just one poker game available
Verification process for deposits can take up to 48 hours
Considering offshore casinos? Here’s what you need to know
As an ON-based player, you have access to a wide range of online casinos, both locally regulated and those based offshore. On this page, however, we focus exclusively on casinos that are fully licensed and regulated in Ontario - meaning they meet the highest standards for safety, fairness, and reliability.
While offshore operators can offer unique features or extra flexibility, Ontario-licensed casinos provide peace of mind, strong oversight, and a straightforward, secure gaming experience. Choosing a regulated local casino means you can play with confidence, knowing your money and personal information are well protected.
Top ON mobile casino apps
Mobile casinos are becoming more and more popular. However, there are surprisingly few dedicated apps for Android and iOS.
On top of that, not all of them are created equal. To help you find those that’ll enhance your on-the-go gaming experience, here’s our pick of the best casino mobile apps for download today:
| Top mobile casinos | Key features | iPhone app store score | Android app store score |
|---|---|---|---|
| 🥇Jackpot City Casino | Mobile exclusive games and an intuitive easy-to-navigate app | 4.5/5 (based on 12.1k ratings) | 4.3/5 (based on 88 ratings) |
| 🥈 Spin Casino | Excellent user experience with access to the full game library | 4.3/5 (based on 300+ ratings) | 4.4/5 (based on 1k+ ratings) |
| 🥉Tooniebet | Easy to use. Almost all 2,500 games are available in-app | 4.4/5 (based on 34 ratings) | 4.1/5 (based on 617 ratings) |
Best Ontario online casinos by payout
If you want to get the most out of your casino play, look for casinos with a high return to player (RTP) percentage, sometimes also called the ‘win rate’.
RTP shows what percentage of your wagered money is likely to be paid back to you by the casino over time. For example, a 95% RTP means that for every $100 you bet, you can expect to get $95 back on average.
High-paying casinos in Ontario typically have an average RTP of 96% or higher. But to get an 'excellent' rating from our experts, a casino must have an RTP of at least 98%.
Check the table below for a quick snapshot of our recommended highest-paying online casinos in Ontario.
| Casino | RTP | Payout time | Our experts' win-rate grade | Best high-RTP game at this casino |
|---|---|---|---|---|
| Betiton | 98.23% | 1-3 days | Excellent | Immortal Romance (Apricot) – 96.86% RTP |
| Jackpot City Casino ON | 98.21% | 1-3 days | Excellent | Big Bass Splash (Pragmatic Play) - 96.71% RTP |
| PlayOJO | 98.12% | 1-3 days | Excellent | Blood Suckers (NetEnt) - 98% RTP |
| Tooniebet | 98.12% | 1-5 days | Excellent | Book of 99 (Relax Gaming) – 99% RTP |
| Casumo | 97.10% | 1-3 days | Great | White Rabbit Megaways (Big Time Gaming) – 96.42% RTP |
💡Expert insight: We’ve mainly ranked the casinos here by RTP, but we’ve also taken into account withdrawal times. There's not much worse than scoring a big win and then having to wait a long time to enjoy your money.
Best online casino games in Ontario
The best-paying casinos in ON are home to tens of thousands of online casino games, including slots, table games, and less conventional games like bingo and Slingo.
But all that choice can feel a bit daunting. Especially if you’re new to gaming.
Fear not, though. To help you get to grips with things before you play for real, we’ve got over 21,000 brilliant slots you can play for free right here. That means there’s no commitment required and no risk. You don’t even need to sign up.
Then whenever you’re ready, you can advance to the real money games and put your gameplan and luck to the test.
Slots
We’ve picked out the best online slots to play right here. Take your pick from high-volatility titles like the exclusive Maple Moolah games available only at Ontario casinos, fan favourites such as the Big Bass series, or brand-new releases like Pandemic Rising.
Editor's tip: One of the most popular slots this month is Iron Bank 2, available on Toppz casino. I gave it a go and liked that I could start playing with bets as small as $0.10. I also tried the game in demo mode to get a feel of it before I started wagering. Plus, there are 4,096 ways to win and the opportunity to hit up to 50,000x your bet. Combined with a 96.1% RTP, there’s potential for big wins.
Table games
Top online casinos typically have a wide assortment of table games for you to enjoy online, including blackjack, roulette, craps, baccarat, and video poker. Most of which are available in free-play mode to let you get up to speed before playing for real.
Editor’s tip: Playing table games can be intimidating and there’s often a fair bit to get to grips with. That’s why I recommend you start on Baccarat. It’s a notably simple card game, with just three possible outcomes on each round. While you’re learning the basics, you may want to consistently back the banker for the best odds.
Live dealer casino games
Live dealer games are a fantastic way to immerse yourself in a realistic casino experience in the comfort of your own home, or on a mobile.
Expect to find classic dealer games, like blackjack, roulette, and baccarat, alongside game show titles, such as my current favourite Sweet Bonanza CandyLand.
Editor’s tip: Ready to try a really fun, interactive game show? Sweet Bonanza CandyLand, which takes its inspiration from TV staples like Wheel of Fortune, is exactly that. All you really need to do to get started is familiarize yourself with the betting segments and you’re good to go.
Popular online slots for Ontario players
If you're new to online slots, it can be overwhelming to know which games to pick. To give you a bit of a steer, here are our review team’s current favourites:
| Slot name | Standout features | Best casino to play it |
|---|---|---|
| 1. Buffalo | 1,024 ways to win, plus free spins and multipliers | Betiton |
| 2. Double Diamond | Classic three-reel gameplay and massive jackpot up to 1000x | Tooniebet |
| 3. Sweet Bonanza | Multipliers up to 1000x, with potential jackpot up to 21,000x | Casino Days |
| 4. Tiny Toads | Max win of 4,000x your stake, and 100 paylines in bonus game | Toppz.ca |
| 5. 5. Big Bass Bonanza | Straightforward gameplay, scatters and free spins | PlayOJO |
Banking at ON-licensed casinos
Ontario-accredited casinos keep things tight: they stick to core banking options, but those options tend to be more reliable. You’ll still move money easily through the most common payment methods, and the whole experience feels comfortably familiar. Among those you’ll typically be able to use are:
Apple Pay
Bank transfer
What you won’t find at any casino licensed in the province is support for Bitcoin and other cryptocurrencies. If crypto is non-negotiable for you, offshore operators are the only places offering it right now. The trade-off is choosing between Ontario’s tighter oversight or the broader flexibility at international casinos - pick whatever fits your player needs.
How can I cash out?
Log into your selected casino and navigate to the cashier/withdrawal section
Check you’ve got sufficient winnings to withdraw and have met the casino’s wagering requirements
Select your preferred banking method and enter the amount you wish to withdraw
Get ready to verify your identity. Be expected to be asked for proof of ID, income and source of funds
Sit tight and wait for your winnings. Depending on your withdrawal method, this could take anywhere from a few hours to a few days
What forms of ID and proof do I need to cashout?
To verify your identity, an ON-located online casino may ask you for:
Government-issued ID: Such as a passport, driver’s license or birth certificate
Proof of address: Acceptable forms include a bank statement or utility bill
Finding a casino you can really bank on
Of the 71 regulated casino sites in ON just a smattering take PayPal. What’s more, very few offer Apple Pay withdrawals and Mastercard withdrawals aren’t as common as you might expect, as a result of restrictions on banking applied locally. For this reason, it’s important you check your preferred banking method is supported before signing up.

How we rate Ontario casinos
We rate online casinos by six criteria: security and safety, deposits and withdrawals, gameplay experience, mobile compatibility, and customer support. Here's a closer look at everything we consider:
We know that players prioritize game variety when gambling online. For that reason, we’ll only ever approve ON casinos with libraries of 400 games or more. Although it’s not unusual for the operators we endorse on this page to actually offer many more than that. For instance, Tooniebet and Toppz.ca have 3,600+ and 2,500+ titles, respectively.
We also check to ensure that a casino’s library includes a good selection of slots, live table games, quiz shows, as well as games with more niche appeal, such as Slingo and bingo.
Local regulations stipulate that ON-licensed casinos must have an average win rate of 95%. But as our picks attest, we’ll typically only recommend casinos with an RTP of 96% or higher. That’s to ensure you’re getting good, fair gameplay and a decent chance of a return on your stake.
We understand that our readers want to use deposit and withdrawal methods they recognize when gambling at Ontario online casinos. Although ON operators generally offer fewer banking options than offshore casinos, our experts have worked hard to track down those that accept trusted options like Visa and Mastercard, as well as local methods such as Interac.
Online casinos with hidden transaction fees or high deposit and withdrawal limits also score lower with us. Fast withdrawals give you greater control over your money and experience, so we test the transaction process to recommend sites that provide quick and safe payouts.
Your safety is our priority, especially as you’ll need to provide personal and financial information to play for real money. Our list of online casinos in Ontario use firewalls and SSL encryption to protect your data, and display privacy policies committed to not sharing your data with third parties.
As well as using a safe gambling platform, you need to play at a casino that’s legal in Ontario and holds an iGO operating agreement (licence). You can rest assured that AGCO has approved all the sites we list, meaning they can legally operate in the province and you can play safely.
Our experts test out the mobile platforms on iOS and Android to ensure you get the same quality experience as on a desktop.
The best Ontario online casinos provide a responsive and optimized mobile casino site built on HTML5 technology. That way, the site will transition seamlessly from desktop to smartphone and tablet screens. We also look out for operators that offer a dedicated mobile app for added convenience, and highlight those with average app store scores of 4/5 or above.
Our experts vet each online casino’s customer support to make sure it offers various contact methods, reasonable operating hours and a dedicated FAQs page answering common questions about account verification, payment methods, and login issues.
Because we know how important it can be to be able to speak to someone, our best ratings are often reserved for ON operators that offer telephone-based support, such as Tooniebet and PlayOJO, alongside the more commonly found email and live chat channels.
Gambling online in Ontario: what you need to know in 2025
Current status:
In 2021, Canada amended its criminal code, legalizing sports betting and completely changing the way online gambling was criminalized in the country. Ontario quickly did the same, launching iGaming Ontario (iGO) as a subset of the Alcohol and Gaming Commission of Ontario (AGCO).
In April 2022, ON officially opened its doors to legal online gambling and is still the only Canadian territory to have its own province-specific online gambling rules and regulatory structure. All online casinos in the locality must be licensed by iGO and follow all AGCO rules.
These two government agencies create rules, and issue licences, fines, and punishments to rulebreakers. Ontario is unlike any other Canadian province, as most other areas use federal rules.
Ontario online casino licences are given on two-year terms. Owners of more than one site can apply for one licence that applies to all their sites in the province.
What does this mean for you?
You can legally play slots and casino games in Ontario - just make sure the casino displays the iGO badge.
A closer look at Ontario's regulated market
Many operators have left the ON market since the province launched its gaming regulations in April 2022. As a result, it has become harder to find legit, offshore-based casinos that accept ON players. These are casinos that operate outside Canada and accept Canadian players, but are not licensed by Ontario.
However, more recently some of the operators that initially left have come back on Ontario licences. Many new casinos have also come to the province, especially sites that are part of a sportsbook.
Three years since the regulations were introduced, it's now clear that new framework has made it much easier for people to gamble online in Ontario.
This has driven a huge increase in gambling revenue, with online casinos accounting for $644 million in 2024. That represents a 37% rise year on year.
Who can play at ON online casinos?
Anyone who is 19 years old or over and physically located in Ontario can play at ON online casinos.
You don't need to be a resident to play online casino games - you just need to be in the province.
However, you can create your account from outside Ontario so that you can start playing as soon as you get there.
How operators ensure you’re eligible to play
Online casinos in ON are required to verify the identity of its players. Most do this by having you upload a picture of your driver's licence, passport, or other government ID and a photo of yourself.
You may also be asked to provide proof of address with a utility bill or bank statements.
Most top Ontario online casinos also use world-class geolocation services to ensure you are actually located in ON. These companies use GPS as opposed to other forms of location tracking that can be bypassed using a VPN.
If you are caught using a VPN or other service to get around geofencing, your account can be suspended and funds frozen.
What are iGO player protection services?
iGO sets standards for operators, alongside AGCO. These ensure that casinos use world-class data protection practices to keep your information safe. They also ensure that they have fair games, fair terms, and will not rip you off. If you feel a site is not adhering to these standards, you can report them to iGO.
iGO also offers responsible gambling resources to players. These are required to be published on every regulated site.
Gambling winnings: what's tax-free?
If you’re a regular gambler like me, any casino wins or successful sports bets in Ontario, online or offline, are not subject to tax. Only professional gamblers pay tax on gambling winnings. The amount ranges from 15% to 33% and is based on your level of income.

Online casinos awaiting a licence
The regulated Ontario online gambling market officially went live in April 2022. Casinos with licences from AGCO and iGO opened themselves to the nearly 15 million residents of the province. However, some are still waiting on their online casino licences.
| Casino name | Owned by | Likely licence date |
|---|---|---|
| Golden Matrix | Expanse Studios | Having applied for the licence in December 2024, the casino is likely to be approved in 2026. |
| BetRegal | Canadian casino veteran Mike Mirtl | Pre-regulation, BetRegal was one of the most popular "grey market" sites. It has applied for an iGO licence, but this had yet to be granted as of late 2025. |
| William Hill | 888 Holdings | William Hill withdrew from the Ontario market in April 2022, pending approval of an iGO licence. Shake-ups in the company have slowed growth, but they could apply for an Ontario licence in 2026. |
| High Roller | High Roller Technologies | The gaming giant High Roller Technologies applied for a license in 2025. Its High Roller brand is now expected to launch next year. |

Casinos to avoid
Ontario is one of the most heavily regulated online casino markets in the world. Sites that are given licences to operate in the province are required to adhere to strict rules, which makes them safe to use. However, there are also plenty of potentially risky options available in the province.
It’s important to stay vigilant and do your research before signing up. Our casino reviews are a good place to start if you’re trying to find a secure site. If you want to know more about the operators to avoid, see our dedicated page with a full list of casinos to avoid.
